This is what I felt were the highlights of HR127:

This bill is completely unconstitutional.  The Second Amendment clearly states “shall not be infringed.”  The bill creates a national registry that also requires owners to specify where their firearm is stored which is accessible to the public.  This puts Americans in danger.  Criminals will use this to know which homes are armed.  Criminals will use this target unarmed Americans as well as determining which homes to target in order to steal guns.

The bill requires gun owners to be 21 and makes it illegal to possess firearms or ammunition without a license as well as banning certain calibers of ammunition.  It also requires gun owners to register antique firearms that are used for display purposes only.

It requires gun owners to pay for registering, pay for liability insurance, pay for training, as well as unreasonably high fines and penalties for minor offenses.  This disproportionately restricts and harms middle and lower socioeconomic class gun owners, and it creates a situation where only the extremely wealthy will be able to possess firearms.

This bill punishes people who have sought psychological services, people who have sought help for substance abuse, and people who have sought treatment for neurological diseases.  The psychological evaluation gives someone’s former spouse power of their Second Amendment right to possess a firearm.  This will be used by estranged spouses to ensure their former spouse is unarmed, vulnerable, and unable to defend themselves even in their own home.

This bill makes gun manufacturers liable for how their product is used.  No other industry is held to this standard.  Automobile manufacturers or vaccine manufacturers are not held to such a standard.

This bill makes gun owners liable if their weapon is stolen and used to commit a crime.  This kind of liability does not exist in any other context.  If someone steals your vehicle and uses it to commit a crime, we do not prosecute the owner of the vehicle.  By law, if someone steals your property, you are the victim of a crime.
